Man high on crack leads officers on high-speed chase, slams into deputy cruiser

Authorities say a man was smoking meth and crack before he robbed a vehicle and led deputies on a dangerous chase that ended in a crash in Pasco County.

It all started on U.S. 19 in Holiday at about 2:40 p.m. Thursday.

According to deputies, Justin Scott Capell, 29, stole a bag out of a vehicle that contained someone’s money, cell phone and keys. Then he got into a yellow Mustang and fled east on U.S. 19. 

A deputy watched Capell hit the victim’s vehicle, so they activated their lights and began chasing him down the highway. 

The deputy said Capell ran a red light and made an illegal U-Turn at Flora Ave., then headed in the other direction at a high rate of speed.

“According to my certified speedometer, we reached speeds in excess of 100 miles an hour and I was unable to maintain pace with the defendant,” the deputy wrote in the report. 

Once they reached Gulf Trace Blvd., the deputy said Capell attempted to lane change across three lanes and lost control of his vehicle.

Body camera video from another deputy shows him slam into a Pasco County Sheriff’s Office vehicle at a high rate of speed. The deputy is seen leaving the vehicle to go after the suspect. She is later seen talking with officers as she is being treated at the scene. 

Capell got out of the car and ran into a local business where he was eventually apprehended.

A search of his car turned up a glass pipe with an unknown residue that later tested positive for crack cocaine. Officers found another glass pipe in the center console of his vehicle along with a Quetiapine pill. 

Capell later admitted to smoking large amounts of narcotics, including crack cocaine and methamphetamine over the past three days, deputies said. He also said he didn’t notice the deputy following him. 

He is charged with robbery by sudden snatching no weapon, burglary auto, occupied, not parts/accessories, possession of certain drugs w/o prescription, possession of cocaine, possession or use drug paraphernalia, resisting an officer, obstructing without violence and flee/elude police aggravated fleeing w/ injury or damage.

Capell is at the Land O’ Lakes Detention Center, where he’s being held on a $20,450 bond.
