NC lawmakers want audits of DHHS no-bid contracts

Legislators want state auditors to find out why North Carolina's health agency isn't following the rules when signing no-bid contracts.

An oversight committee voted Monday to ask the State Auditor's Office to look into sole-source contracts by the Department of Health and Human Services.

The legislature's Program Evaluation Division says it looked at 143 no-bid contracts with DHHS since mid-2009, a period covering both Democratic and Republican administrations. The legislature's watchdog agency found that except for 10 contracts, it could find no documentation justifying the need for working outside the regular process of having vendors compete to offer the best deal.

The legislative committee also asked the evaluation division to review personal services contracts by state agencies and universities. The division's preliminary examination of those contracts found similar scrutiny lacking.
