Pasco doctor pleads guilty to unlawful operation of pain clinic

Attorney General Pam Bondi announced Thursday that a pill mill doctor, Dr. Malcom Colbern Foster, had plead guilty to 12 counts of operating an unlicensed pain management clinic, each a third degree felony, and he has been sentenced to 1.5 years in prison followed by five years of drug offender probation with no early termination.

The Pasco County Sheriff's Office arrested Foster on pill mill related charges after an investigation revealed that more than 78-percent of Dr. Foster's patients were receiving controlled substances for pain.

The investigation also revealed that Dr. Foster had prescribed more than 1.3 million opiod-based pills (Oxycodone, Oxycontin, Oxymorphone, Methadone, Hydromorphone and Hydrocodone) in a two-and-a-half-year period.

Foster has already relinquished his medical license.

"While we have made great strides in the fight against prescription drug abuse, this conviction proves that our work is not yet done," stated Attorney General Pam Bondi. "We have seen a downward trend in prescription drug related deaths, but we must remain diligent in our efforts to end prescription drug abuse and hold pill mill doctors accountable."

"Malcolm Foster's actions led to the destruction of lives and families in Pasco County. The hard work of our Pasco Sheriff's detectives helped to bring to justice this drug dealer who was masquerading as a doctor," stated Pasco County Sheriff Chris Nocco.
