Manatee deputies arrest father living in tattoo shop with two children

MANATEE COUNTY, FL (WFLA) - Manatee County Sheriff's deputies have arrested a father who they say was living with his two young children in deplorable conditions inside a tattoo shop.

MSO was called to conduct a welfare check on the children at Empire Tattoo on 14th Street West. During the investigation the children, ages 2 and 7,
were found to be living inside the business with their father, 39-year-old Rick Rowland, in deplorable conditions.

Deputies say used syringes and other drug paraphernalia were found on the floor and inside the shop within easy reach of the children.

The father of the children had left a few minutes earlier and left the children in the care of Rowland who is an employee.

Rowland was arrested for Child Neglect.
