Armed St. Pete man shot by police after torching house

ST. PETERSBURG, FL (WFLA) - A 69-year-old Bay area man was wounded early Sunday morning following a standoff with officers from the St. Petersburg Police Department.

Paul Allen Sibley was transported to a local hospital where he is listed in fair condition. Once he is medically cleared charges of arson and attempted homicide are pending.

Three police officers will be placed on administrative duty pending a preliminary review of the shooting. They are officers Bradley Bryan, 48; Robert Peters, 42; and Matthew Hansell, 41.

According to a St. Petersburg Police Department report the incident began when firefighters responded to a call from 494 44th Ave. North at approximately 12:30 a.m. The residence was fully engulfed in flames when crews arrived.

As firefighters worked to contain the blaze a neighbor noticed the resident of the burning home – Sibley – standing in her backyard armed with a handgun. Officers responded to the location and attempted to make contact with Sibley but the suspect fired his weapon in their direction.

The officers took cover and set up a perimeter around the suspect.

The department’s Special Weapons and Tactics team was called to the scene and they attempted to establish communication with Sibley as he remained holed up in an alley behind a neighbor’s home.

The report states that Sibley had recently been notified that he was being evicted from his home and in response he set the home on fire. The suspect’s weapon was a semi-automatic handgun and he was in possession of several canisters of ammunition.

After negotiators with the SWAT team made contact with Sibley he raised his weapon and three officers discharged their firearms striking the suspect.
 
The officers involved in the shooting have a combined 38 years of law enforcement service. Bryan has been a sworn officer since 1991. Peters has been a police officer since 2007, and Hansell has eight years of police experience.
