20 unlicensed contractors arrested in Polk County

POLK COUNTY, FL (WFLA) - This week, Polk County Sheriff's deputies went undercover to find unlicensed contractors performing work in the county.

Working alongside the Florida Department of Business and Professional Regulation, a total of 20 people were arrested in "Operation Tool Time" for advertising and proposing contracting work in Polk County without a professional license.

Between March 3-6, detectives answered ads placed online or in periodicals advertising home repairs ranging from plumbing to electrical. They scheduled appointments with those who placed the ad and were arrested when they showed up where the "work" was to be done. Investigators say some of the suspects had existing complaints with the DBPR against them for working without a license, and criminal histories.

Arrested were:

Ernie Garcia, of Lakeland, working under the business name E&J Mobile Home A/C Service

Reynaldo Morales, of Lakeland, working under the business name E&J Mobile Home A/C Service

John Ziegler, of Babson Park, maintains a website using business name JZ Maintenance

Allen O'Rilley, of Dundee, arrived at location with half-brother Ziegler

Jason Stern, of Brandon, working unlicensed for D&M Ultimate Drain Team

Jorge Davila, of Kissimmee, working under the business name BYL Refrigeration

Blanca Rodriguez-Baez, of Kissimee, working under the business name BYL Refrigeration

Anthony Higgins, of Frostproof, advertises under the business name Customer First ApplianceManuel Cordero-Acevedo, of Winter Haven, advertises under the business name M&G Handyman

David Canfield, of Winter Haven, working under the business name Dave’s Painting to Painting

Nephtali Otero, of Haines City, advertises work on Craigslist

Deborah Ferra, of Haines City, arrived at location with Otero

Terry Hines, of Winter Haven, advertises work on Craigslist

Randy Monk, of Haines City, arrived with Hines

Basilio Rios, of Kissimmee, advertises work on Craigslist

Daniel Martinez-Matassini, of Kissimmee, advertises work on Craigslist

Michael Spring, of Lakeland, advertises work on Craigslist under former business name

Terry Wellington, of Auburndale, arrived at location with Spring

Jonathon Wellington, of Winter Haven, arrived at location with Spring

Dean Menendez, of Polk City, advertises under the company name Dean’s Handyman
