Dogs safe after being thrown from truck on US 301

Two dogs that were thrown from a moving truck along Highway 301 in Hillsborough County are now safe and their owner is facing animal cruelty charges. 

Authorities say they got a call Thursday that two dogs were thrown from a truck traveling the roadway near Maple Lane.
The witness got a partial tag number and investigators were able to track down the dogs' owner, Selina Spigner.

Surprisingly, the dogs seem uninjured from the incident but Hillsborough County Animal Services says the dogs were suffering from months of neglect.

"Basically a mite is living in their hair follicles and that causes them to have all the crust that you're seeing and the swelling of the face," Dr. Lisa Tipton, Shelter Veterinarian said. "They've also been malnourished so their body condition is poor."

Investigators said Spigner told them she did not have the finances to feed and provide care for the dogs.   

She faces four counts of animal cruelty. If convicted, she could serve up to 20 years behind bars.
