Former jail superintendent and his son indicted on criminal charges

The former superintendent of the Johnson City's Jail is accused of stealing thousand of dollars and misleading a local charity.

And his son - a former city employee and ETSU police officer - also faces criminal charges.

Sam Garland, 58, was indicted earlier this week and arrested Friday on one count of theft over $60,000.   Garland worked as the superintendent of Johnson City's jail until her retired in November 2012.    In that capacity, he oversaw the use of female inmates on work detail at various locations around Johnson City.

According to police investigators, Garland obtained money for personal gain from the Boys and Girls Club of Johnson City utilizing inmate work details.    

The City confirmed Friday that Garland had recently been named Jail Administrator of the Year in Tennessee.

Garland's son David, 38, also has been indicted by a grand jury this week.   Investigators said Garland lied about his work hours, provided alcohol and tobacco to female inmates, and had an "inappropriate relationship" with one of the female inmates between 2010 and 2012.

Garland was employed part-time with the Johnson City Parks and Recreation Department and supervised female inmate work crews as part of his job responsibilities.   At the same time, he was employed full time as an East Tennessee State University Public Safety officer.  According to the TBI, a review of his paychecks and time records from both agencies reflected work hours during the same dates and times.

 

David Garland is charged with theft over $10,000 and two counts of official misconduct. 

District Attorney General Tony Clark said authorities will be seeking restitution for the money paid to the Garland's from the Boys and Girls Club and the Parks and Recreation Department.
