Former Polk probation officer charged with fraud

POLK COUNTY, FL (WFLA) - Polk County Sheriff’s Office detectives, with the assistance of the Osceola County Sheriff’s Office, arrested 43-year-old Rishiram “Richie” Pahlad of Kissimmee,  and charged him with Fraud.
 
The investigation began on July 23, 2013, when detectives received information about a possible theft from a probationer, according to deputies.

Pahlad, at the time, had been acting as a probation officer.  Pahlad resigned his Polk County Board of County Commissioner’s position on May 27, 2013, during an internal agency investigation regarding allegations of harassment of another probationer, deputies said.
 
Upon his resignation, Pahlad’s supervisors conducted an audit of his county misdemeanor probationers and learned Pahlad had taken $140 worth of money orders from a county probationer who had been placed on county probation for reckless driving.  Detectives learned the probationer provided Pahlad with two money orders during the course of his probation, which were left blank.  

Detectives learned Pahlad cashed one of the money orders.  The second was filled out to, and deposited into an account for, Thunder Inc. in Osceola County, a youth baseball organization owned by Pahlad.  

A warrant was issued for Pahald’s arrest.  Pahlad was located at his residence in Osceola County and placed under arrest.  He was transported to the Osceola County Jail. 

The investigation is ongoing and additional charges are expected.
