After Polk riot, more changes at other youth facilities?

HILLSBOROUGH COUNTY, FL (WFLA) -

The Department of Justice says it's too early to say if there will be sweeping changes at G4S facilities in the bay area in the wake of the riot at the Avon Park Youth Academy in Polk County.

"We will be working with G4S to try to determine, within the context of that program, just what happened." Said Department of Juvenile Justice Secretary Wansley Walters.  "Because for me to tell you on Wednesday morning that something that, of that magnitude, that happened on Saturday night we're just going to one, two three four, do this and that and the other, I don't think that would get us to where we need to be."

G4S operates a total of 12 facilities in the bay area:

*Avon Park Youth Academy (Avon Park,FL) A moderate program that includes 165 beds for male offenders ages 16-19.

*Bartow Youth Academy (Bartow, FL) A 28-bed residential program for moderate risk borderline developmental disability males ages 14-18.

*Central Pasco Girls Academy (Land O' Lakes,FL) Serves 32 moderate risk females ages 13-18, who have been assessed as needing intensive mental health services.

*Columbus Juvenile Residential Facility (Tampa,FL) A secure 50-bed residential program that provides sexual offender treatment to moderate risk males ages 10-18.

*Cypress Creek Juvenile Offender Correctional Center (Lecanto,FL) A maximum risk residential program that provides specialized treatment services for 96-mail youth, ages 13-21.

*Hillsborough Girl's Academy (Tampa, FL) A high and maximum risk facility that serves 18 female offenders ages 13-18.

*Lake Academy (Tampa, FL) A secure 46-bed residential program for female juvenile offenders ages 12-18.

*Les Peters Academy (Tampa,FL) A moderate risk step down program for 24 males ages 14-18.

*Palmetto Youth Academy (Palmetto, FL) A high risk residential program that provides substance abuse treatment services for 48 males ages 14-21.

*Polk Halfway House (Bartow,FL) A moderate risk program for male offenders ages 10-14.

*Riverside Academy (Tampa,FL) A moderate risk residential program for 165 male offenders ages 14-18 who are in need of residential substance abuse treatment services.

*Spring Lake Youth Academy (Arcadia, FL) A low risk residential program for 30 males ages 15-18.

Secretary Walters says contracts are routinely reviewed.  She vows this investigation will be thorough and transparent. "And we will be completely transparent in everything we're doing, why we're doing it, what happened that made us do it, because, ultimately we want a strong juvenile justice system that keeps kids out of the prison system, " said Walters.

G4S also issued a statement regarding training and staffing at its facilities. "Any additional training, staffing and/or procedure changes will be based on the DJJ's investigation and a comprehensive lessons-learned review."

The company says staffing and security varies depending on the facility. "Different programs have different levels of staffing and security based on the risk level of the youth housed at the program. No two programs are alike. G4S operates programs ranging from low to maximum-risk programs. Moderate-risk programs, such as Avon Park, use a combination of physical security, daily regime and staff security to maintain a safe and secure environment. At higher-risk programs, there will be a higher level of physical security, a stricter daily regime and more staff security. " The company said.
