Stacks of concrete blocks sit in an empty lot where a mobile home once stood. Last November, a fire destroyed the home.  The bodies of Micah and Miah Shaver were later found in the smoldering debris.

On Wednesday, Doug Tobin with the Pasco County Sheriff's Office spoke to the press about how the twins died.

"The medical examiner has released the cause of death... that is smoke inhalation and thermal injuries."

A report that was obtained by a family member states that their mother, Shannon Garza, told investigators that the children were in a bedroom. She went to see what they were doing. When she got there she noticed flames on a mattress. She says she sent the children out of the room and tried to put out the fire with a can of coke.

When that didn't work, Garza says she decided to remove the mattress from the home. The fire then spread to the door frame. Garza said she got out of the home to try to pull the mattress out. The home then filled with smoke. A neighbor tried to enter the home to get the children but was turned away by the heat.

The report says Garza told investigators that she tried to use a crowbar to break out windows. She says she called for the children but they did not respond.

The children were later found in the back bedroom where the fire started.

Garza told investigators that she had a torch lighter in her purse and that the children must have been playing with it. Pieces of that lighter were found in the back bedroom.

The report also says the Fire Marshal found an apparent crack pipe in the debris.

A sergeant with the sheriff's office stated that Shannon Garza appeared to be under the influence of a substance during the initial interview.

Doug Tobin says it is possible that charges could be filed in the case.

"The Pasco Sheriff's Office is working closely with the state attorney's office to see whether or not we're going to file any criminal charges in this particular case."
