Man beaten with dog chain

Pinellas County deputies are looking for a man who severely beat another man with a dog chain. The incident was captured on video thanks to security cameras on a nearby home.

It happened on 58-th Avenue North in Lealman. The brutal beating captured on camera shows a man walking down the street. He's approached by another man on a scooter who the starts to beat the other man.

Justin Palmer said "he was actually kneeling down so I didn't know if he hit him with the scooter on accident so I didn't think anything of it until I walked around and saw he was bleeding everywhere."

Security cameras on Justin Palmer's home captured the beating just moments before he came home from work.

"It seems like they don't have a soul or any conscious at all cause when I drove by I saw him picking up his scooter and he had a smile on his face like right after it happened," Palmer said.

The victim had just gotten off a bus on 58-th Avenue North and was walking west-bound when he apparently got into a verbal confrontation with the suspect.

Cecilia Barreda with the Pinellas County Sheriff's office said "it is not clear to detectives what exactly happened all we know is they did not know each other some words were exchanged between them and its not clear and we are trying to determine what it was that the argument was about."

Investigators did recover this scooter the suspect was riding.  It was found hidden behind a mobile home across the street. 

The suspect is described as a Hispanic or Asian male 25-30 years old and between five-eight and six-feet tall.

Cecilia Barreda, with the Pinellas County Sheriff's Office, said "We are seeking the public's assistance in trying to identify the suspect we believe that he is probably known in the are so we are hoping someone who sees this video will recognize who he is."
